Automatic optimization of the total discharge of all CSOs by adjusting their throttle flows

In the "Optimization" tab, an optimization of the total discharge of all CSOs can be performed by adjusting their maximal throttle flows within definable upper and lower limits. The NLopt library is used for this purpose.
